NORTHBORO – Town meeting voters approved a general bylaw and a zoning bylaw to prohibit medical marijuana treatment centers and all non-medical marijuana establishments.
Late Monday night, Town Planner Kathryn A. Joubert explained the first article amends the general code by adding three sections: one that prohibits medical marijuana treatment centers; one that prohibits non-medical marijuana establishments; and one that adds a “severability clause” that states “the invalidity of any provision of this chapter should not affect the validity of any other provisions, hereto.”
“Basically, this (severability) clause protects the town in the event that the attorney general expectantly takes issue with a particular revision of this bylaw,”Ms. Joubert said.
At last year’s annual town meeting, a temporary moratorium on recreational marijuana establishments was adopted. The moratorium is in effect until the end of June or upon adoption of zoning regulations pertaining to recreational marijuana establishment, Ms. Joubert explained prior to the vote.
